[CONNECT]-Do I have to consider Bottom Reinforcement in uncracked (Class U) bonded tendons two way slab system in ACI318-11

In Ram Concept (ACI318-11)
Do I have to consider Bottom Reinforcement which comes out of (18.8.2,18.9.3.2) from Bottom Reinforcement Plan in uncracked (Class U) bonded tendons two-way slab system in ACI318-11, as according to my understanding to ACI318-11 that  : 

1-(18.8.2) this provision is for cracked class sections, and if I am using Uncracked section, no need to check this provision.

2-(18.9.3.2)this provision is for unbonded tendons, and if I am using Bonded tendons, no need to check this provision.
