I assume this is a STAAD.pro question, but I think I can answer in general terms. If the wind loads are applied to a floor, then the (rigid) diaphragm itself probably transfers the forces into the MWFRS. But if the loads are applied directly to the beams, then those beams would be subject to local minor axis bending, and that would probably produce higher interaction values in those members. If the braces are also getting directly loaded, then the local bending in the braces would also increase the interaction ratio.
