I believe you mean "Concrete Hollow Blocks" by the abbreviation CHB. Though the CHB can be modeled using plate elements you can at best do a stress analysis under applied loads in STAAD. The thing to be kept in mind is that the analysis will be based on the fact that the behavior of the material will be elastic and hence the results will be valid only within the elastic range. I would suggest you to define all the material properties as mentioned in your query above - the appropriate property will be used to analyse a particular loading type.
